Compliance Specialist


Job Summary

The Compliance Specialist is responsible for ensuring compliance with all HUD grants/ contracts/ regulations, HOME regulations for properties owned by Project HOME (PH) and Managed Entities. The position will serve as the Project Home point person and specialist on all compliance matters.

Essential Duties and Responsibilities

  • Conducts periodic audits of Interim and Annual Recertification paperwork across the portfolio; ensure corrections are completed timely; ensure all recertification paperwork is properly filed at the site and electronically.
  • Prepare written communications and/or verbally interact with our residents, applicants and our blended Property Management Teams including but not limited to the following compliance matters: Compliance Questions; Approvals and denials; Additional information needed; Upcoming recertification's
  • Complete and submit monthly and annual reports related to tenant eligibility and income as needed both to internal stakeholders and external agencies including but not limited to: the Pennsylvania Housing and Finance Agency, the Delaware Valley Community Reinvestment Fund, the Federal Home Loan Bank, the Office of Housing and Community Development, the Philadelphia Redevelopment Authority and the Office of Homeless Services.
  • Coordinate all audits: Prepare for regulatory and investor audits and PH quarterly file reviews. Ensure all findings or questions are resolved within specified timeframe.
  • Assist in the coordination and development of the lease up process for all new housing developments, including quality control of new Management Plan, Tenant Selection Plan, Lease, Lease Addendum, etc.
  • Ensure all new and existing projects, properties and units are accurately set-up within Yardi for the purpose of tracking compliance against the required set asides.
  • Remain up to date with HUD, PHA, regulatory changes and ensure that these changes are translated into revised policies and procedures, leases and lease addenda, and LIHTC management plans. Also remain up to date on legal and regulatory guidelines that pertain to housing, such as rent calculation guidelines, re-certification processes, eviction appeals processes, tenant landlord law. Revise forms and policies and procedures as needed.
  • Train &/or coordinate training of staff and residents with respect to all compliance matters. Provide hands-on support and guidance to Program Managers. Provide support to Directors where needed
  • Create and maintain Supportive Housing Operations policy and procedures to ensure processes are effective, efficient and comply with regulatory requirements. Monitor procedures and modify if necessary.
  • Review property management subsidy and related Contracts to ensure compliance requirements are followed.
  • Complete Monthly Internal Compliance Reports. Complete External Monthly Reports to multiple outside agencies
  • Create inhouse Compliance Manual & ensure manual remains current with all HUD, , PHA regulations
  • Monitoring and maintaining Fees for Services/Contracted Services Files for Residential Service

Education and Experience Minimum Requirements

Minimum Experience

  • A minimum of 5 years of experience working in Affordable Housing or with LIHTC Compliance work
  • Experience with supportive and subsidized housing laws (HUD, Continuum of Care, PHA, Laws)
  • Some experience training others

Preferred Experience

  • 5-Years Yardi experience
  • Additional advanced certification in Housing Compliance
  • Experience in case management or monitoring client case files

Core Skills

  • Strong organizational, administrative, and verbal and written communication skills
  • Strong computer skills in Microsoft Office

Physical requirements

Sedentary work that primarily involves sitting/standing.
