What To Expect in This Role?
The Director of Organizational Learning Systems plays a critical role in strengthening that foundation, building the learning infrastructure that supports staff who serve some of our community's most vulnerable populations.
This is a strategic systems architect role responsible for building and optimizing the learning infrastructure that supports compliance, onboarding, leadership development, and role-based growth across the organization. This individual ensures that learning is structured, measurable, scalable, and directly connected to operational performance and mission impact.
The Director of Organizational Learning Systems will partner closely with the SVP of People & Culture and cross-functional leaders to translate organizational priorities into scalable training frameworks that strengthen onboarding, compliance, professional development, and operational excellence.

- Location: Ruth Williams House 2415 N. Broad Street Philadelphia, PA 19132
- Hybrid Schedule: 3 days onsite/2 days remote after 90 days of employment. During the first 90 days, this role is primarily onsite to support relationship-building and onboarding.
- Pay Rate: $118,695 / Annually (based on education & experience)
What You Will Do
Own and Evolve the Organizational Learning Systems Ecosystem
- Lead the end-to-end learning systems infrastructure, ensuring it is stable, user-friendly, scalable, and aligned with operational priorities.
- Develop and execute a learning systems roadmap, including platform enhancements, integrations, automation, governance standards, and reporting improvements.
- Establish content architecture, workflows, and governance standards (naming conventions, version control, approvals, archiving).
- Serve as the internal expert on learning technologies and identify opportunities to improve system efficiency and user experience.
Lead LMS Strategy, Administration & Optimization
- Serve as the organization's primary expert on the LMS (Litmos), managing configuration, content structure, user roles, reporting, and troubleshooting.
- Ensure the LMS supports onboarding, compliance, professional development, leadership pathways, and role-based learning.
- Maintain clean data architecture to enable accurate reporting, compliance tracking, and analytics.
- Partner with IT and vendors to manage integrations, upgrades, and system improvements.
Execute and Elevate Instructional Design & Content Quality
- Serve as the subject matter expert in adult learning and instructional design principles.
- Personally design and build priority learning content (e-learning modules, facilitator guides, blended programs) as needed.
- Establish templates and standards to ensure consistency, accessibility, and quality across learning experiences.
- Oversee train-the-trainer models and scalable delivery approaches.
Build Measurement, Reporting & Continuous Improvement
- Develop a practical learning measurement framework (completion, engagement, knowledge retention, behavior change, impact).
- Produce and interpret dashboards and reports to inform leadership decision-making.
- Use data and stakeholder feedback to continuously improve learning effectiveness and adoption.
Drive Organizational Learning Architecture & Adoption
- Partner with the SVP of People & Culture and department leaders to build and maintain role-based training frameworks and career-aligned learning pathways.
- Develop organization-wide training project plans to track ownership, progress, and accountability.
- Lead change management efforts to strengthen adoption, transparency, and alignment across departments.
Oversee Operations, Budget & Team Leadership
- Manage learning operations including intake processes, prioritization, timelines, vendor coordination, and grant-funded training initiatives.
- Build and monitor learning-related budgets.
- Supervise and develop the Training Coordinator, establishing clear goals, execution rhythms, and performance expectations.
- Operate in a fast-paced, evolving, and high-impact environment, contributing hands-on to learning initiatives while leading and guiding a team in an efficient, collaborative structure.
What You Bring
- Bachelor's degree in Organizational Development, Education, Instructional Design, Learning Sciences or a related field (or equivalent professional experience).
- 7+ years of experience in organizational learning, training, or workforce development.
- At least 3 years leading a learning team, function, or department, with accountability for strategy, execution, and outcomes.
- Subject Matter Expert in Learning Management Systems (LMS), including administration, reporting, user management, and content governance, with demonstrated ability to optimize, and evolve platforms to support long-term learning strategy. Systems may include Litmos, Cornerstone OnDemand, Workday Learning, SAP SuccessFactors Learning, Moodle / Totara, Canvas (enterprise or extended learning), Docebo, Absorb LMS.
- Experience integrating an LMS with HRIS or other enterprise systems and improving reporting accuracy and data quality.
- Demonstrated experience in instructional design, curriculum development, adult learning theory, and digital learning technologies. Tools may include Articulate 360 (Storyline, Rise), Adobe Captivate, Camtasia, Vyond, Lectora
- Proven experience building or improving scalable learning systems, including frameworks, role-based pathways, onboarding programs, and compliance tracking.
- Strong data analysis and evaluation skills, with the ability to measure training effectiveness and translate insights into executive-ready recommendations.
- Strong project management and financial acumen, including experience managing budgets, vendors, and competing priorities.
- Exceptional written and verbal communication skills, with the ability to influence across diverse stakeholder groups.

- Familiarity with equity-centered and trauma-informed learning practices.
- Hands-on experience building e-learning content using authoring tools and delivering blended learning programs.
