Senior Director of Advocacy and Public Policy

We are currently seeking a dynamic Senior Director of Advocacy and Public Policy to lead Project HOME's advocacy and policy efforts. This role is central to advancing systemic change in homelessness, affordable housing, healthcare, education, and employment. The Senior Director will shape and drive an annual policy agenda, strengthen partnerships at the local, state, and federal levels, and ensure Project HOME's voice is a respected force in policy discussions.

  • Location: 1515 Fairmont Avenue, Philadelphia, PA 19131 (Christopher J. Seward Residence)
  • Schedule: Monday - Friday, 9:00 am - 5:00 pm - 4 days onsite/1 day remote
  • Salary: $130,274 / Annually (based on education & experience)

What You'll Do/Key Responsibilities:

  • Policy Leadership: Monitor, research and analyze emerging policy issues related to homelessness, housing, healthcare, education, and employment. Develop policy responses and strategies that reflect Project HOME's mission and values.
  • Advocacy Strategy: Develop, promote and drive an annual policy agenda in collaboration with leadership, staff, and external stakeholders.
  • External Affairs: Communicate advocacy priorities and successes to policymakers, the media, and the public. Draft testimony, policy briefs, and public statements,
  • Partnerships & Community Engagement: Collaborate with internal teams, government partners, and community stakeholders to advance zoning, funding, and policy initiatives that impact Project HOME's work.
  • Team Leadership & Compliance: Supervise and mentor the Advocacy and Community Engagement Manager. Oversee program evaluation, data collection, and budget management. Ensure all advocacy and lobbying activities comply with applicable laws and regulations.

What You Bring (Required):

  • Bachelor's degree (or equivalent experience).
  • At least 5 years of experience in public policy, political advocacy, or related fields.
  • Strong knowledge of housing and homeless services policy.
  • Familiarity with federal, state, and local government processes.
  • Exceptional written and verbal communication skills, with the ability to distill complex policy issues for diverse audiences.
  • Proven organizational and project management skills, with the ability to balance multiple initiatives effectively.


What Experience or Qualifications You May Bring (Preferred):

  • An advanced degree (MSW, MPP, MPH, JD, or similar).
  • Experience working in homeless services.
  • Successful experience with digital advocacy and online engagement tools (e.g., SALSA or comparable platforms).
  • Bilingual - Spanish

  • Ability to move to or remain sedentary for periods of time in various locations
